OCP's RoboCop unit brings urban pacification closer, but a new drug called Nuke, led by the delusional Cane, spreads through the streets. As the threat grows, OCP's attempts to replicate RoboCop fail until Dr. Faxx uses Cane for the RoboCop 2 project.

After RoboCop's successful deployment, OCP edges closer to its goal of urban pacification. However, the streets are invaded by a new narcotic known as Nuke, controlled by the god-delirious leader Cane. This menace may prove too much for Murphy. OCP tries to replicate the first unit but produces failed prototypes with suicidal issues, until Dr. Faxx, a scientist straying from OCP's path, uses Cane as the subject for the RoboCop 2 project, a living God.
