Set toward the end of the Shahanshah's reign, the story follows Sergeant Makvandi as he is appointed commander of a gendarmerie station in a small town. A strict disciplinarian, he attempts to restore order but fails because he is as degenerate as his subordinates. When rebellious crowds rise, he imposes martial law, only for the people to trick him with a forged letter that promotes him and ends the curfew. Makvandi then pressures a schoolteacher to write a song for his promotion, but the teacher refuses, preparing instead a song of revolution with his students.
